Bloomington's mayor isn't back in his seat at city hall. Mayor Tari Renner missed his second straight city council meeting last night. The mayor took a leave of absence last month for undisclosed medical reasons. City leaders say they're managing the city in the mayor's absence. Renner's leave comes amid an investigation from the Illinois State Police into how and why the city paid for his girlfriend to attend a Sister Cities event in Japan earlier this summer.
