Leaders in McLean County might not be ready to force landlords and business owners to recycle. The county's land use committee yesterday refused to sign off on a proposal that would require apartment owners and businesses in the county to recycle cardboard, glass, plastic, and metal cans. County board member Ryan Scritchlow says he has a problem with forcing landlords and business owners to do something. Advocates say they want a recycling mandate to meet their goal to have 80-percent of people in the county participating in a recycling program.
